I think they hang out there because of the number of people who pass that way, locals and tourists alike. It's a great place to be seen. I've spent a bit of time there and was lucky(?) enough to be in the Harajuku McDonalds where most of them change clothes. The whole lower floor was full of girls with huge suitcases full of their goth gear. Another time we passed a bunch of kids dressed as doctors (covered in blood, looking "scary") and behind them against a wall were all of their school uniforms, folded neatly. It was awesome.
