This weekend, the roof of the Soldiers and Sailors Memorial Arch at Grand Army Plaza is open to the public, thanks to Open House New York.
Military symbolism abounds, including this fasces baluster.

The nest thing is from an art installation they had in the arch a year or two ago.

I noticed the nest too. Looks like a magpie nest. They are can be quite tall and are constructed with several storeys.
