when i visited relatives in california who live around stanford, we saw a few of these signs and decided they were created by stanford engineering students with way too much time on their hands.

The 19 MPH speed limit sign looks weird, but it's a common psychological device to get people to PAY ATTENTION. If you tell people to attend a staff meeting at 10:30 AM, many will tend to wander in late. Tell them to show up at and odd time such as 10:27 sharp, and they'll remember and tend to show up on time.
